# Democrats Win US Congress, Trump Halts $4 Billion in Aid to Israel: Taiwan Also Moves to Amend Laws Regulating AI Chips | AI International News Brief

## Opening

The US midterm election results are in: the Democrats have taken control of Congress, which foreign media are framing as a rebuke of Trump, while Trump himself publicly said, "Congratulations to the Democrats, well done." On the same day, two chip-related stories were developing here in Taiwan. One involves Nvidia AI servers allegedly smuggled into China, with the Legislative Yuan debating whether to impose 10-year prison sentences. The other is more embarrassing: I'll tell you in a moment what components turned up inside domestically built military drones. I'm Mu Yan, and this is the "AI International News Brief."

## Today's International Focus

### 1. Taiwan Moves to Amend the Trade Act: Up to 10 Years in Prison for Unauthorized AI Chip Exports to China

- **What happened**: According to Asia Times (the original article is dated November 2-3), the Legislative Yuan's Economics Committee has held a public hearing on a Trade Act amendment proposed by the DPP caucus. Exporting advanced AI chips to China without authorization would become a criminal offense carrying up to 10 years in prison, plus fines of NT$5 million to NT$10 million (roughly US$155,000 to US$310,000). Routing shipments through a third country would carry the same penalty. The same report notes that prosecutors in Keelung indicted nine people in August this year, alleging they resold 74 Nvidia B300 servers for profits exceeding NT$600 million.
- **Why it matters**: This effectively plugs an export control gap that previously drew little more than fines, pushing it toward criminal liability. The final text of the amendment and its scope still await further review by the Legislative Yuan.
- **Taiwan angle**: For server makers, distributors, and logistics forwarders, due diligence costs on new orders are set to rise noticeably, and third-country shipping routes in particular need a fresh audit.

### 2. Chinese-Made Chips Found in Taiwanese Military Drones; Executives at Two Firms Under Investigation

- **What happened**: According to a November 4 report from Domino Theory, the Taoyuan District Prosecutors Office said two executives at drone maker Jiin Ming Industry were arrested over products allegedly containing Chinese-made chips and camera lenses, in violation of procurement contracts. The report also states that another company, Align, is accused of supplying drones containing Chinese chips to Taiwan's military, the National Park Service, and the Central Police University, among others. The investigation is ongoing, and guilt remains for the courts to determine.
- **Why it matters**: Drones are one of Taiwan's flagship defense self-sufficiency priorities in recent years. Unexpected foreign components in the supply chain affect more than procurement contracts; they also raise cybersecurity and trust concerns.
- **Taiwan angle**: This will directly shape verification requirements in future military and public-sector drone tenders, and vendors may face stricter component traceability demands.

### 3. US Midterms: Democrats Take Congress, Trump Publicly Offers "Congratulations"

- **What happened**: According to Euronews' evening roundup on November 4, the Democrats won control of the US Congress in the midterm elections, an outcome described as a rebuke of Trump. The report quotes Trump publicly saying, "Congratulations to the Democrats, well done." District-level seat counts and final certification results still await official releases.
- **Why it matters**: A reshaped Congress will affect the pace of legislative review over the next two years, including tech controls on China, arms sales to Taiwan, and trade-related bills. The working relationship between the executive branch and Congress may also shift.
- **Taiwan angle**: The scheduling and scrutiny of Taiwan arms sales and tech control bills in Congress is the thread Taiwan most needs to watch from here.

### 4. North Korea Fires Multiple Missiles Toward the Sea of Japan; Seoul Has Yet to Confirm the Type

- **What happened**: According to Nippon.com citing a November 4 Jiji Press report, South Korea's military said North Korea launched multiple missiles that day from the Sondok area of South Hamgyong Province toward the Sea of Japan. Whether they were ballistic or cruise missiles has not yet been confirmed. The report also notes that North Korea has recently tested cluster munitions capable of being mounted on tactical ballistic missiles, as well as cluster warheads for strategic cruise missiles.
- **Why it matters**: With the missile type unconfirmed, outside observers cannot yet gauge the nature of the test or the strength of the signal being sent. Follow-up assessments by Japan, South Korea, and the US will determine the scale of the regional response.
- **Taiwan angle**: Rising tensions in Northeast Asia show up in security assessments and insurance costs on Taiwan-Japan-Korea routes, and a regional risk premium could also move market sentiment.

### 5. Trump: US to End Roughly US$4 Billion in Annual Aid to Israel by Year's End, Catching Israeli Officials Off Guard

- **What happened**: According to Turkey's Anadolu Agency morning briefing on November 4, Trump told Fox News that the US and Israel "agreed months ago" to end roughly US$4 billion in annual aid, with the cutoff falling at the end of the year. The same report cites Israeli media saying officials in the country's defense and finance ministries were surprised by the announcement. The report does not elaborate on any formal response from the Israeli government.
- **Why it matters**: If the long-standing US military aid framework for Israel really is being adjusted, it would affect Israel's defense budgeting and could reshape how parties across the Middle East read US security commitments. For now, the two sides' accounts of whether a prior agreement existed do not match.
- **Taiwan angle**: Shifts in Middle East aid structures feed into oil prices and shipping risk assessments. Taiwan is a major energy importer, and oil price swings ultimately show up in import costs.

## Closing

The one thing worth remembering today is that the power structure in Washington has shifted, while here in Taiwan, AI chip controls are being pushed from administrative penalties toward criminal liability. These two threads will likely influence each other over the next two years. Over the coming days, watch three things: the post-reshuffle Congressional schedule for Taiwan arms sales and China tech control bills, the Legislative Yuan's progress on the Trade Act amendment, and how Japan and South Korea classify the missiles in North Korea's latest test. I'm Mu Yan. See you tomorrow.
