# 北京首度制裁台灣邦交國部長:巴拉圭、貝里斯怎麼了|AI International News Flash

Beijing's October 12 sanctions against officials in Paraguay and Belize mark the first time China has extended this kind of personal sanctions from Western politicians to officials in countries that maintain diplomatic ties with Taiwan. Beyond this diplomatic flare-up, today also brought rising tensions in East Asia as North Korea fired a series of missiles, and Russian diesel is flowing back into the market without pushing U.S. gas prices down much, and I'll tell you why in a moment.

## Today's International Highlights

### 1. China sanctions officials in Paraguay and Belize, targeting Taiwan's diplomatic allies for the first time

- **What happened**: China's Ministry of Foreign Affairs, invoking the Anti-Foreign Sanctions Law, issued sanctions on October 12 against Paraguay's Minister of Information and Communication Gustavo Villate and Belize's Foreign Minister Francis Fonseca. The sanctions freeze the two officials' assets in China, bar Chinese institutions and individuals from dealing with them, and deny them visas to mainland China, Hong Kong, and Macau. Chinese Foreign Ministry spokesperson Mao Ning said the sanctions were meant to "punish them and serve as a warning to others." This marks Beijing's first extension of this type of individual sanction from Western politicians to officials of a country that holds formal diplomatic relations with Taiwan.
- **Why it matters**: Paraguay and Belize are among the 12 remaining countries worldwide that maintain formal diplomatic ties with Taiwan. The sanctions landed just two days after Taiwan's National Day, and Taiwan's Ministry of Foreign Affairs has already publicly condemned the move. Extending sanctions to officials of Taiwan's diplomatic allies sets a new precedent for Beijing's diplomatic pressure tactics.
- **Taiwan's perspective**: This is Beijing's first direct penalty against officials of a Taiwanese diplomatic ally, striking at the heart of whether Taiwan's remaining alliance network can withstand outside pressure.

### 2. North Korea fires multiple ballistic missiles into the East Sea, South Korea demands immediate halt

- **What happened**: South Korea's Joint Chiefs of Staff said it detected North Korea launching several different types of ballistic missiles from the Pyongyang area toward the East Sea around 9:20 a.m. on October 12, with one type flying more than 900 kilometers. The Joint Chiefs assess this as a show of force in response to South Korea's successful hypersonic missile test last week. This marks North Korea's second launch in nine days since October 3, and its 16th this year.
- **Why it matters**: South Korea's presidential National Security Office has demanded that North Korea "immediately halt" launches that violate UN Security Council resolutions, with South Korea, the U.S., and Japan now jointly monitoring intelligence on further developments.
- **Taiwan's perspective**: Sitting within the same first island chain, rising missile activity in the region also feeds directly into risk assessments for aviation and shipping around Taiwan.

### 3. Trump and Putin strike deal on Russian diesel exports, analysts skeptical it will cool oil prices

- **What happened**: Trump announced a deal with Putin under which Russia will supply more than 4 million tons of diesel to the global market. The U.S. Treasury's OFAC simultaneously issued a temporary license, valid through April 2027, easing sanctions restrictions on Russian diesel. The current average U.S. diesel price has reached $6.27 a gallon, nearly double the $3.67 seen a year ago. After Trump claimed on Sunday that Russia and Ukraine had reached an "energy ceasefire," oil prices briefly dipped on Monday, but analysts broadly question Russia's actual supply capacity and believe prices are unlikely to see any real relief.
- **Why it matters**: Diesel and crude oil prices drive shipping and logistics costs. U.S. diesel prices are now nearly double what they were a year ago, yet most analysts believe Russia's limited supply capacity will make it hard to meaningfully push market prices down in the near term.
- **Taiwan's perspective**: Taiwan relies on imports for nearly all of its energy needs, so swings in international oil prices and freight rates feed directly into the cost of living and export expenses.

### 4. IMF-World Bank annual meetings open in Bangkok, energy shocks and the AI boom both in focus

- **What happened**: The IMF and World Bank annual meetings are being held in Bangkok, Thailand from October 12 to 18, with finance ministers and central bank governors confronting a convergence of energy supply shocks, record public debt, and the AI boom. IMF Managing Director Kristalina Georgieva said the global economy is being pulled in two opposing directions: a negative energy supply shock on one side, and a positive demand shock from AI on the other. The IMF noted the impact is unevenly distributed, with developing countries dependent on energy imports hit hardest, and will release its latest global economic forecast on Tuesday.
- **Why it matters**: Energy price shocks and the AI-driven demand boom are hitting many economies at the same time, and whether that impact is distributed unevenly will shape how different countries respond with policy going forward.
- **Taiwan's perspective**: AI-driven export demand has been propping up Taiwan's economy, but rising import energy costs are putting pressure on it at the same time, with both forces playing out in Taiwan simultaneously.

### 5. 2026 Nobel Prize in Economics awarded for the microeconomic foundations of macro policy

- **What happened**: The Royal Swedish Academy of Sciences, announced on October 12 by Secretary-General Ellen Moons, awarded the 2026 Nobel Prize in Economic Sciences jointly to Robert E. Hall of Stanford University and Michael Woodford of Columbia University, honored for "the microfoundations of macroeconomic stabilization policy." The two argue that economic models shouldn't just look at statistical relationships among aggregate figures like inflation, output, and consumption, but should instead return to the individual decisions of households and firms, with forward-looking expectations as the core, forming the foundation of New Keynesian economics. Prize committee chair John Hassler said this framework has become the solid basis for the models currently used by central banks and governments worldwide.
- **Why it matters**: This theoretical framework, built around forward-looking expectations and individual decision-making, underpins the methodology that central banks around the world currently rely on when deciding whether to raise or lower interest rates.
- **Taiwan's perspective**: Taiwan's central bank likewise relies on this type of macroeconomic model, centered on the forward-looking expectations of households and firms, when assessing rate hikes or cuts.

### 6. Fire guts Paris's oldest market, the Marché des Enfants-Rouges, building almost completely destroyed

- **What happened**: The Marché des Enfants-Rouges, Paris's oldest covered market, caught fire around 3 a.m. on October 12 in the city's 3rd arrondissement. Firefighters arrived around 4:15 a.m. and deployed nine hoses, including two high-pressure lines, to bring the blaze under control. Paris Fire Brigade Lieutenant Colonel Pierre de Bouvier said the fire consumed roughly 1,000 square meters of the market, which was "completely destroyed," with parts of its metal structure collapsing. Fortunately no one was seriously injured, surrounding buildings were unaffected, and the cause of the fire remains under investigation.
- **Why it matters**: Built in 1615 and designated a French historical monument in 1982, the market is one of the oldest covered markets in Paris, and how it gets rebuilt and restored will be a key thing to watch going forward.
- **Taiwan's perspective**: The Marché des Enfants-Rouges is a popular food destination for many Taiwanese travelers visiting Paris's Marais district, and this fire means the spot will be off-limits for the foreseeable future.

### 7. Pope Leo XIV to be hospitalized for surgery to remove a lung nodule

- **What happened**: The Vatican said on October 12 that 71-year-old Pope Leo XIV will be admitted to Rome's Gemelli Hospital later Tuesday morning for surgery to remove a nodule found in his lung during a recent checkup. The Pope himself explained the situation to crowds in St. Peter's Square at the end of Sunday's Angelus on October 11, saying doctors had found a "localized nodule" that was clearly positioned and at a very early stage, making surgical intervention the appropriate course of action. Vatican spokesperson Matteo Bruni said the recovery period is expected to be about a week but did not say whether the nodule was malignant.
- **Why it matters**: This is the first major health event of Leo XIV's 17-month papacy, and observers will be watching closely for how his recovery goes and what it means for his upcoming public schedule.

## Closing

The one thing most worth remembering today is that Beijing has, for the first time, extended personal sanctions to officials of a Taiwanese diplomatic ally, and whether this precedent gets repeated against other allied nations is worth watching closely going forward. North Korea's missiles and Russia's diesel are two separate threads, one shaping East Asian security, the other shaping global energy prices, and I'll keep tracking both along with the latest economic forecast coming out of the IMF's Bangkok meeting over the next few days. See you tomorrow, Muyan.
