# Russia strikes Ukrainian bus, 30 dead reveal a new tactic: AI World News Briefing

> **TL;DR** — Russian glide bombs struck a bus in Kramatorsk killing at least 30 people as part of a new tactic deliberately paralyzing Ukraine's transportation infrastructure.

## Opening

A Russian glide bomb struck a bus in Kramatorsk, Ukraine, killing at least 30 people, as the transportation system near the front lines is being deliberately paralyzed. Today we'll also look at how TSMC and Samsung Semiconductor both posted record profits, and how Tsai Ing-wen called out China's gray-zone threats at a Stanford University speech. We'll also tell you why a single Ebola death in Kenya has the whole of Africa on edge.

## Today's Global Focus

### 1. AI Chip Boom: TSMC and Samsung Post Simultaneous Record Profits
- **What happened**: TSMC's September revenue hit NT$511.86 billion (about $16 billion), up 54.6% year-over-year. Q3 revenue surged to a historic high of NT$1.49 trillion ($46.8 billion), up 51% year-over-year and beating the company's own guidance ceiling. At the same time, Samsung's Q3 operating profit skyrocketed nearly ninefold to 107.4 trillion won (about $80.2 billion), up 782.5% year-over-year, a historic record.
- **Why it matters**: Both companies hitting record highs simultaneously shows global AI server demand hasn't cooled off. TSMC's full earnings report and guidance will be released on October 15, which will be the next thing markets watch closely.
- **Taiwan's perspective**: Taiwan's September exports also rose 60.9% year-over-year to a historic high of $87.2 billion. Taiwan's blue-chip stocks and export data remain, for now, tied to the same AI demand chain.

### 2. Tsai Ing-wen Visits Stanford, Discusses China's "Gray Zone" Pressure
- **What happened**: Former President Tsai Ing-wen delivered a speech at a Stanford University defense forum, her first visit to the US since leaving office two years ago. According to Nikkei Asia, she said Taiwan "faces cyberattacks and cognitive warfare every day," and pointed to increasingly frequent activity by Chinese military aircraft, ships, and coast guard vessels in waters around Taiwan.
- **Why it matters**: She framed these actions as "gray zone" operations designed to avoid direct conflict while gradually altering the security environment, a key argument used by the US defense community when assessing its commitments to Taiwan.
- **Taiwan's perspective**: She also reminded the audience that Taiwan is deeply embedded in global tech and manufacturing networks, meaning any disruption to the Taiwan Strait would ripple across the entire Indo-Pacific.

### 3. Japan Helps Philippines Strengthen Oil Reserves
- **What happened**: Japan signed an agreement with the Philippines this Thursday to provide analysis and training to help strengthen the Philippines' oil reserves and improve resilience against energy shocks. Reports note the Philippines is highly dependent on Middle East oil imports, and this year has already been forced to implement emergency measures, including restrictions on gasoline purchases.
- **Why it matters**: This shows that countries dependent on shipping lanes through the Strait of Hormuz already need outside help to shore up energy security amid Middle East tensions.
- **Taiwan's perspective**: Taiwan is similarly almost entirely dependent on energy imports, and also relies on the Strait of Hormuz and South China Sea shipping lanes. With a neighboring country already needing outside assistance to boost reserves, this is worth examining as a benchmark for Taiwan's own strategic reserve days.

### 4. Russia Expands Attacks on Ukraine's Transportation System, at Least 30 Dead in Kramatorsk
- **What happened**: A Russian glide bomb struck a bus in Kramatorsk, about 20 kilometers from the front lines, killing at least 30 people and injuring 18. Donetsk Regional Governor Vadym Filashkin said Russian forces deliberately targeted civilians. According to Al Jazeera, think tank scholar Volodymyr Fesenko said Russia's "mission also includes paralyzing infrastructure to create traffic chaos."
- **Why it matters**: This is seen as a new Russian tactic, shifting from primarily cutting off power to paralyzing roads and railways to create chaos. Russia has consistently denied targeting civilians, and the various accounts remain disputed.
- **Taiwan's perspective**: If the war continues to paralyze rail and road systems, delays in European food and industrial component shipments could ripple through to raw material costs and shipping rates in Taiwan.

### 5. First Ebola Death in Kenya Raises Alarm Across Africa
- **What happened**: Kenya recorded its first Ebola death. The patient traveled overland from the Democratic Republic of Congo to Kampala on October 2, then flew to Nairobi on the 3rd. Officials have already traced 28 contacts, as well as 23 passengers and 4 crew members from the same flight. The DRC's current outbreak has totaled 8,300 cases and at least 4,148 deaths.
- **Why it matters**: According to Al Jazeera, WHO Regional Director for Africa Mohamed Janabi said the top priority right now is to "rapidly detect any subsequent cases." WHO has already shipped about 1,000 test kits and 1,000 sets of personal protective equipment to high-risk counties in Kenya.
- **Taiwan's perspective**: Nairobi is a major African aviation hub. If the outbreak spreads along flight routes, Taiwan's border fever screening and business travel planning for African routes would likely tighten as well.

### 6. French High School Student Protests Enter Fourth Round
- **What happened**: French high school student protests have entered their fourth round, with more than 6,600 people arrested since the movement began, most of them minors under 18 with no prior record. Injuries have included a student whose jaw was shattered by a tear gas canister, another who lost a hand to a stun grenade, and several cases of partial blindness. Prime Minister Lecornu has promised to present a crisis response plan by the end of October and has denied ever ordering force against students.
- **Why it matters**: According to France 24, student union representative Sabrine Kharbach said, "Until we get the 10 billion euros, we'll keep taking action." The union has called for a nationwide general strike on October 13, which coincides with the National Assembly's budget review.
- **Taiwan's perspective**: With France simultaneously dealing with student unrest and record public debt, political instability there directly affects the euro exchange rate and the risk of transportation disruptions for Taiwanese travelers heading to or transiting through France.
- **Source**: France 24 (<https://www.france24.com/en/france/20261008-live-students-fourth-round-protests-education-funding-france>)

### 7. Canadian Poet Anne Carson Wins Nobel Prize in Literature
- **What happened**: 76-year-old Canadian poet and essayist Anne Carson has won the 2026 Nobel Prize in Literature. The Swedish Academy praised her work for its "playful dialogue with classical tradition, creating new forms for contemporary literature." Author of more than 20 books, she is known for blending poetry and prose, weaving ancient myth into contemporary narrative. She was listening to the wind in Iceland when she learned of the award.
- **Why it matters**: This is a rare case of a cross-genre experimental writer winning the literature prize, with the selection criteria stepping outside the traditional boundaries of poetry or fiction.
- **Taiwan's perspective**: For Taiwan's publishing and translation industry, book selection and rights bidding over the coming year may shift toward cross-genre works as a result.

## Closing

The one thing most worth remembering today is that Russia's attacks on Ukraine's transportation system have escalated from cutting power to paralyzing rail and road networks, while the record profits at TSMC and Samsung, both fueled by the AI chip boom, show this wave of demand hasn't cooled yet. Over the next few days, keep an eye on TSMC's earnings call guidance on October 15, and whether Kenya reports any new Ebola cases. I'm Muyan, see you tomorrow.
