# 📣 ChatGPT Ads Cuts Max Bid on 11/9: The Final Days of Manual Bid Control, Have You Decided to Switch? | AI Marketing Daily

## Opening

OpenAI has emailed advertisers: starting November 9, ChatGPT Ads is changing its bidding options, with Max Bid and Max CPC making way for Target CPA and Target CPC. The room for manual bid control is being absorbed by automated bidding. Today Muyan also wants to talk about Google Ads expanding its "AI-generated asset disclosure" requirement to California, South Korea, and Vietnam, plus a piece of counter-evidence: AI Overviews didn't show up for hot US Election Day queries, and news sites saw their Google clicks multiply several times over. I'll tell you just how wild that CTR number is in a moment.

## Today's AI Marketing Highlights

### 1. ChatGPT Ads bidding overhaul: pick a cost target in Ads Manager starting 11/9

- **What happened**: According to a November 5 report from Search Engine Land, OpenAI has emailed advertisers to notify them that ChatGPT Ads bidding options will change on November 9. Target CPA will replace Max Bid in new conversion-focused campaigns, and Target CPC will replace Max CPC. The report notes that from November 9, advertisers can select a cost target directly in Ads Manager; existing campaigns will continue running on Max Bid, but can be switched over to the new bid strategies manually.
- **A marketer's take**: This is the classic "platform takes back control, hands you the responsibility for results" move. The biggest impact isn't on your cost per click, it's on your account structure and measurement definitions, because target-cost bidding needs stable conversion signals to function. Existing campaigns won't be forcibly migrated, but "doing nothing" is itself a decision, so it's worth thinking through which side you want to be on.
- **What you can do now**: Over the next few days, audit which campaigns in your account have clean enough conversion signals. Pick one low-budget campaign to test Target CPA after 11/9, and keep your main campaigns as-is for a control group.

### 2. Google Ads expands "AI-generated asset disclosure": California, South Korea, and Vietnam added

- **What happened**: Per Search Engine Roundtable's November 5 daily roundup, Google Ads has expanded the list of regions where advertisers must declare whether an ad uses AI, adding California, South Korea, and Vietnam to an existing list that already included the EU, India, and New York. On the same day, Google also integrated home services booking into AI Mode.
- **A marketer's take**: For cross-border ecommerce and agency teams, this is a process problem, not a creative problem. Your asset delivery checklist needs one more field for an "AI usage declaration," otherwise you risk review rejections and schedule slips. Note that applicability follows the target market, so Taiwanese teams handling US, Korean, or Vietnamese accounts will all run into this.
- **What you can do now**: Add a "contains AI-generated or AI-modified content?" field to your asset delivery form today, and go back to check whether the account-level disclosure setting has been filled in for any campaigns you're currently running in those markets.

### 3. No AI Overviews on Election Day: news sites saw 8x clicks and CTR jump from 2.6% to 6.3%

- **What happened**: Search Engine Land reported on November 5 that Define Media Group analyzed data from 44 publishers and found US news sites received 44 million Google search clicks on Election Day, 8x a normal day. The report notes that hot election queries did not trigger AI Overviews (Google's AI summaries at the top of search results); Google primarily surfaced AP's live results module and Top Stories, and click-through rate rose from 2.6% to 6.3%.
- **A marketer's take**: This amounts to a rare natural experiment: when AI summaries step back for a specific query type, organic clicks visibly return. But an election is an extreme real-time event, so you can't extrapolate directly to ordinary commercial keywords. The takeaway for content teams is that topics with high time sensitivity and a need for authoritative live data are, for now, more likely to preserve "click through to read" behavior.
- **What you can do now**: Dig into your own Search Console, segment queries by whether AI summaries appear, compare the CTR gap, and use that to decide where to invest content resources.

### 4. Facebook Answers accused of "scaled content abuse": 6 million AI pages competing for rankings

- **What happened**: Italian marketing blogger Pasquale Pillitteri wrote on November 5 that Meta's Facebook Answers consists of AI-generated pages built from posts, and that since being opened to indexing, Google has indexed over 6 million of them and given them rankings. The post cites third-party tool Semrush's estimate of roughly 40.6 million Google visits in October 2026, while noting this is an estimate and that neither Meta nor Google responded. It also mentions that the site's robots.txt actually blocks AI crawlers like GPTBot and ClaudeBot.
- **A marketer's take**: This one needs a caveat up front: the traffic figure is a third-party tool's estimate, not a platform disclosure, and "whether this constitutes scaled content abuse" is currently a one-sided allegation with no response from Google or Meta. That said, for small and mid-sized sites, the lived experience is the same: SERP real estate for long-tail Q&A keywords is being diluted by mass-produced pages from large platforms.
- **What you can do now**: Pick the 20 long-tail Q&A keywords you care about most, search each manually, and see whether platform aggregator pages appear on page one. Then decide whether to keep pushing SEO or shift resources toward your owned list.

### 5. AI-written briefs are dragging down efficiency: agencies complain of hundreds of pages of jargon with no insight

- **What happened**: Digiday reported on November 5 that several agency executives have found that over-reliance on AI for writing ad briefs is eroding productivity, generating documents that routinely run hundreds of pages, packed with marketing jargon but lacking any real point of view. The report also notes that brief writing is already one of the most common AI applications in marketing, with creative and influencer agencies using it to rapidly digest consumer research and brand guidelines.
- **A marketer's take**: The problem isn't the tool, it's that nobody set an upper bound on the output. AI is great at organizing information, but strategic tradeoffs can't be outsourced. Length gets mistaken for completeness, and the result is that the creative side spends more time reverse-summarizing, giving back all the time that was supposedly saved.
- **What you can do now**: Internally, define a one-page brief template with a word limit and fixed fields (one insight, one proposition, one success metric). AI output can only be an appendix, never the body.
- **Source**: Digiday (<https://digiday.com/marketing/a-little-bit-ridiculous-agencies-find-ai-overuse-is-leading-to-brief-bloat>)

### 6. AI agents are rewriting marketing work, but revenue attribution is still unclear

- **What happened**: A Newsweek report (no publication date provided in the source material, date unknown) interviewed Khaled Yafi, CEO of beverage manufacturer The Berry Company, who said AI has genuinely simplified parts of marketing operations and data usage, but directly attributing sales growth to AI isn't yet possible, and you can't assume that more efficient marketing equals more revenue. The report also quotes Oguz A. Acar, professor of marketing and innovation at King's College London, who notes that most existing evidence comes from generative AI assistance rather than autonomous AI agents.
- **A marketer's take**: This quote deserves a slide in your adoption kickoff meeting, because "efficiency" and "revenue" are two different yardsticks, and plenty of teams describe the former as the latter in internal reports. With vendors rolling out agent features in wave after wave of betas, if you don't settle on measurement definitions first, your later performance reviews will come down to gut feel.
- **What you can do now**: Before adopting any agent tool, write down three things on one page: which existing hours it replaces, what metric measures it, and who the control group is. If you can't write them, don't buy it yet.

## Closing

The one thing to remember today: platforms are simultaneously taking back two kinds of control, your manual bidding latitude and your organic real estate in search results. What's left under your control is measurement definitions and asset workflows. Over the coming week, watch two indicators: for ChatGPT Ads campaigns switched to Target CPA after 11/9, how many days it takes for CPA volatility to settle; and whether your own long-tail keyword organic clicks are being eaten by platform AI pages. Same time tomorrow from Muyan, see you in the next AI Marketing Daily.
